54-year-old Joseph Hough was observed pulling a blue cooler via cameras on 3rd Avenue South and Demonbreun Street on June 30th. Officers recognized him from numerous complaints within the downtown district regarding vending ordinance violations. Then, officers observed four male citizens walking toward him. The men then handed Hough money and received two 12oz Miller Lite beers from inside the cooler. Officers added that a few hours before this, they watched Hough enter DGX and buy the 12-pack of Miller Lite with the intent to resell for profit. Officers also observed Hough throw away the broken-down Miller Lite box. A warrant was issued for his arrest on July 5th. Hough was later taken into custody for two counts of an alcoholic beverage violation on July 6th.
