Joel Torres holds up traffic on I-24 West by recording fatal car crash on his phone

61-year-old Joel Segarra Torres was holding up traffic on I-24 West ramp Exit 62 in the early hours of July 2nd. Responding officers were processing a fatal crash when they observed Torres obstructing traffic. Officers observed Torres using his phone to record the incident.

When officers asked Torres for his license, he provided a Puerto Rican driver’s license. Using his information, officers discovered Torres’ Tennessee driver’s license had been revoked. He was then cited for the incident that day. Torres was later booked on the citation of obstructing a passageway on July 30th.
