33-year-old Kheilan Packer was publicly intoxicated while at the Lavou Lounge on Antioch Pike on August 30th. When the officers arrived, they observed Packer crying and acting hostile. Packer was yelling and screaming at the officers from inside her vehicle. However, the key fob was not in the car. Officers noticed Packer fumbling with her phone, and when asked to step out of the car, she agreed. However, she began stumbling as she tried to get out.

Officers also noticed that Packer smelled strongly of alcohol, was slurring her speech, and made threatening remarks toward officers. At one point, Packer stated that she was going to “Hang the police.” The owner of the Lavou Lounge informed officers that Packer had intentionally damaged his sink in a prohibited area of the establishment. Packer was taken into custody, and while in the back of the police car, she started kicking, screaming, and spitting. Packer was eventually transported and charged with public intoxication and disorderly conduct.
