33-year-old Emmanuel Fatokun was found unconscious outside the Friends in Low Places Bar & Honky-Tonk on July 28th. When officers made contact with Fatokun, it took them around 2 minutes to wake him up. While doing this, officers noticed the smell of alcohol coming from Fatokun, as well as the fact that he had urinated on himself. Once Fatokun was escorted inside a patrol car, he began to be verbally aggressive toward officers. During further interaction with Fatokun, it was observed that he couldn’t remember his birthday and did not believe officers were actual members of law enforcement.

Officers deemed Fatokun a danger to himself, so he was taken into custody. Once officers arrived at booking, Fatokun began pulling away from them and then started lying on the ground. After being transferred to DCSO, it was found that Fatokun had a small bag containing marijuana in his belongings. Emmanuel Fatokun was later charged with public intoxication, resisting arrest, and contraband in a penal institution.
