25-year-old Matthew Carter had a domestic dispute with his at-the-time girlfriend, Hannah Whitaker, at their Luton Street residence late June 8th. Whitaker told responding officers that Carter took her phone and prevented her from calling 911. Then, when officers spoke with Carter, he stated that he and Whitaker had a verbal altercation. Whitaker further explained that she was about to record Carter when he grabbed the phone from her, which he later admitted. Whitaker stated that she asked Carter repeatedly to return her phone so she could call the police, but he did not. After this, Carter left the residence in his car with her cell phone. Whitaker told officers that she went to a neighbor’s house to alert the authorities once he left. Carter said that when he returned, he placed the phone down so she could retrieve it. Then, officers reviewed the security camera footage from their residence, showing Whitaker asking Carter several times to return her phone as he continued walking around the property and loading items into his vehicle before driving away. Benner said he and Carter exchanged words before Carter pulled out of the parking spot and onto Meridian Street. After this, Benner told officers that Carter reversed his truck, put the gear into drive, and rammed it into the rear quarter of the passenger side of his vehicle. Then, Benner said he started chasing Carte. However, Carter reversed away from the location. Whitaker told the police that she observed the incident from a distance. Then, officers reviewed security footage, corroborating Benner’s statements. Shortly after, the police located Carter’s blue Dodge pickup truck at his relative’s nearby residence.
